This plan takes a stance against the physical and social segregation of asylum seekers. It seeks to improve the living conditions of asylum seekers as well as distil all promises of integration into a building. This building protects its residents, at the same time exposing them to the surroundings. The surroundings in turn are enticed in by the public duties the building also performs.

It is a simple building at first sight, its facade revealing little of the structures beyond it. The taut envelope is kept in check on one hand by the mass containing the programme and on the other by the anti-mass, a collective open-air space holding out opportunities for interaction at all social levels. The complex has facilities for 100 refugee applicants and includes a library, a restaurant, a school, shops, offices and communal living arrangements.
