The Green Network of this proposal might well solve the problems currently besetting the Green Heart of the Randstad conurbation. In the present policy the Green Heart is an outflow for the ring of cities encircling it. The pressure of urbanization exerted by the Randstad is formidable and threatens the quality of the living and working environment in the Green Heart. The tango being danced on the cramped dance floor of the Western Netherlands is currently led by the red, urban partner. To effect a sustainable balance, reinstate the identity of the place and pump up the accessibility of the exterior space the male, green partner should be back on equal footing with the red. Only then will the green be capable of improving the red's performance. Together they might trot out a harmonious habitat.

The scheme takes a more detailed look at the Green Network (together with three suggested urbanization models for an area near Utrecht), giving greater substance to its functional and spatial aspects.
